Q.What cuts leaves off pepper and basil plants

Something is cutting the leaves off the newly planted pepper and basil plants. Whatever it is doesn’t even eat the leaf but just cuts it off. I protected the plants from cut worms and slugs.

This could be cutworms, slugs, snails or other caterpillars.
