What Are The Growths On My Yucca Below The Leaves?

My yucca seems to have been doing well for all the 15 years we’ve had it growing in very shallow well drained soil and has seemed to be doing well. However it started sprouting these little ‘growths’a month or so ago. We have had little rain here for weeks although it rained heavily last night as you can see in the photograph I’ve just taken. Any advice you may offer will be most welcome Pam

It looks like palm tree flowers, not yucca flowers. And the trunk looks more like a palm tree trunk. Has this plant flowered before? If not, it could be a palm.
