Little yellow spiky balls growing from separate stems with liquid dripping out of them. Is it going to flower.

It is hard to say without seeing what it is. There are many plants and trees that go by the name "Umbrella Plant" so it will help me to know which one it is to know what could be on your plant.

My guesses would have to be as follows:

They could be flowers, seed pods, or even a fungus! There is also the possibility that it is an egg sac from an insect or spider.

I will include articles for some of the most common plants called by this name: https://www.gardeningknowhow.com/plant-problems/weeds/umbrella-sedge-information.htm
