Q.Upside Down Growing

We tried the Topsy Turvey way of growing a tomato plant and a bell pepper plant this year. The tomatoes are not getting very big, although bigger than cherry and grape tomatoes. However, they are turning brown on the bottom. The bell pepper is taking a long time to grow. What is causing the brown on the tomatoes, and how long should it take for the bell peppers?

As far as the peppers go, they are finicky and slow sometimes. As long as it is healthy, it will eventually make fruit.
