I purchased some tulips bulbs suspended in water that are now done blooming. What do I do with the bulbs now? Put them in soil? Let them dry out?

Forced tulip bulbs don't generally return again. So you can discard them. If you want to try anyway, go ahead and plant them in the soil outside in a sunny area.
