The angle is not so important, but try to leave at least a 1/4-1/2 inch stub when pruning to a junction (such as a fork where 2 branches meet or where a branch meets the trunk). You don't need to seal the wounds (it can actually harm the tree if you do), but some people like to paint the cuts with a fungicide to help prevent disease.
