Q.Transplanting Wisteria

I have a Wisteria plant that I planted seven years ago and it has not bloomed, so I want to transplant it to another location to get full sun. When is the best time of year to do this? I was planning on doing it dead winter, but it has been an unusual winter for us here in Texas. Please advise.
