my 10″ philly needs to be transplanted, it’s outside in the shade and had very long root runners, will it hurt it if I cut them back?

No, it shouldn't hurt to cut them back by about half. Have the new location ready before you dig up the Philly. Water the plant well a day or two before digging. Get as much of the rootball as possible. Transfer, then water well.
