Q.Too Much Nitrogen

I made a raised vegetable bed and filled it with bagged topsoil. I think it has too much nitrogen because I have four foot tall snow pea vines and not a single flower. My bush beans are large and leggy, but no beans. Any fixes or do I need to start over? How can I lower the nitrogen level?
