Q.repotting cactus

Today is Nov. 7. Is it too late to repot my cactus that has tiny buds on it? The soil it’s in is the same soil that it was in when I bought it and is hard as a rock.

Cactus do prefer to be snug in their containers, but if the cactus has not been repotted in a few years or is showing signs of roots coming out of the pot, it may be time to refresh the plant.
