This has a severe fungal infection. Actually, it looks like multiple infections.

It is likely that the plant was overwatered at some point, contracted an infection, and the infection didn't get treated. This can lead to multiple infections over time.

Make sure to treat that with a fungicide, and test the soil to rule out deficiencies or pH swings.
