I have some Zoysia grass growing into flower beds. Can I dig it up and transplant it into bare spots? When is the best time to do this?
Yes, you can transplant or make your own plugs to plant.
You can plant from early spring to fall in southern climate.
I reside in Tennessee. I'm wondering if when I pill plugs to plant a new area if I should leave the grass long or mow first.
It can help the grass to retain moisture if you cut it before you take plugs. This will force it to stop respiration and start making new shoots. I would advise mowing before hand.
Had a new Zoysia lawn install last spring. I now how round spot about 3 inches in dia. fill with fresh dirt. The first one show up about a month ago, I now have 2 more in the last few days.

Will it hurt zoysia grass if a dog or cat pees on zoysia grass?
Yes female dogs and young males that squat to pee will cause brown spots from urine salts. Male dogs usually don't pee in the middle of the grass, but lift their leg against a tree or pole.
Cats usually don't pee much volume so not as much as an issue. And if you put out a sand box or pile of sand the cat will much prefer to use that and not pee in the middle of the grass.
A motion sensor activated sprinkler can deter both.
We want to plant Zoysia sod this summer but have run off issues now. So can we prepare the soil and then plant rye grass to keep the soil from washing away, placing the sod on the bed of rye that has died?
That is a good solution, and I believe that will work just fine.
