my wisteria has beeen already four years in my garden, gets plenty of sunshine at the top, not much in the soil and trunk, yet has never bloomed.....any clue?
The plant is, naturally, a picky bloomer. Though it is mostly up to whether the plant decides it will flower that year, there are a few things that you can do to try and help it along. This article will help:

Hello We have an established wisteria plant against the east facing side of the house that started to die back when in flower during the drought in 2018. This year the whole plant except for a few runners is showing no life. Is this drought damage and if so what should I do with the main branches? Will sustained watering now bring it back or should I cut right back and just leave those living shoots that remain?
I suggest cutting the plant all the way back. The runners indicate the plant is still alive, so a good pruning may bring it back. Here's an article that will help:

My wisteria vines flowers are small oddly shaped this year , Lots of blooms but small. What is wrong with it?
I will assume that you mean wisteria, and not desert rose, since that is in the question which matches the picture. Either way, seeds will all form the by same means.
Pollen from a male anther comes in contact with the female stigma where the genetics combine to produce a seed. The seed is stored in the ovary.
Your wisteria could have misshapen blooms from a pH imbalance, or possibly bacterial infection, but from your photo, it appears completely healthy to me.

I have just moved into a new house; the garden is very messy but my wisteria has very very long brown bare branches about an inch thick growing across the floor and wall. The main branches are flowering well and spiraling up the tree next to it. Do I cut the bare branches off? They look messy.

They are decently hold hardy. It won't usually bother the blooms to be exposed to cold weather.

Hope your wisteria survived. I would have said to go ahead and cover it since it is a late freeze and you haven't had a bloom before. They should be hardy to zone 4 and you are in zone 6. Here is more info:
