When is the best time to prune Wisteria plants?
Here is a link with pruning information. https://www.gardeningknowhow.com/ornamental/vines/wisteria/pruning-wisteria.htm
What type of fertilizer should I used and how often?
Avoid any high Nitrogen fertilizer, Wisteria fixed Nitrogen in the soil and too much Nitrogen will cause excessive foliage growth and poor flowering.

My wisterias have not grown in three years. They are still alive but just seem to be dormant. What could be the problem?
Wisteria is more ideal for USDA planting zones 5-8. I believe that Tanzania is outside of that range, so that could be part of the problem here.
Is the wisteria vine still blooming? Does the foliage look healthy? Is it in a place with a lot of sunlight? What kind of soil is it planted in? Wisteria thrives best in deep, rich soil that is somewhat moist.
I would double-check the care of your wisteria by reviewing the article below:

How do I stop small wisteria plants popping up thought out my garden?
Here is a link that will help you.
I live in Texas and my husband's great grandmother passed away about 3 years ago. We have been slowly working to transplant her flowers and shrubs that we can over these past 3 years. She has a Wisteria in her yard that is 3-4 ft. wide and maybe 2-3 ft tall; it has not been cared for since she passed and we thought the plant had died because all of the vines and branches are brittle and dry. Today, I discovered there is one lone vine that has made its way to the ground and rooted and has lots of green leaves on it. I really want to transplant this vine. I do not know exactly how long the vine is because it is currently entangled in the dead vines, but it is about 1/2-1 inch around in diameter. Any advice on how I can (hopefully) successfully transplant this little guy? I would love to be able to carry on her beautiful plant! Thank you, Makenzy
Here is an article that will help you propagate the Wisteria.

I moved into a new house about 18 months ago. The wisteria in the garden was in flower but since then it has had no flowers or foliage. It is about 45 years old. It looks like it is dead. I cut it back in Feb last year but still not nothing. Hope you can help. Thanks dave
There can be a few different reason for no leaves, though I do think the age of your vine is the most likely reason.

How do you get rid of this awful plant? Someone must have planted some 100 years ago on our land and it has taken over EVERYTHING, and killed trees. I never want to see another wisteria vine!!
Generally speaking, it involves systematically chopping the plant back and disposing all parts of the plant. Don't save any of the wisteria in your yard. Throw it in the trash. You'll have to repeat this process all season long as young sprouts try to pop up in your yard. Pull them up as soon as possible.
