Should I cut away the apparent dead limbs now or wait until winter?
Small branches could be trimmed away, but I would wait until the tree is dormant to cut larger damaged branches from the tree.

Just recently bought a decorative trunk willow tree and repotted it. However, the leaves are turning yellow and drooping. Not sure if I'm over/under watering.
You will need to check the soil itself.
If the top inch or so is dry, poke down into the soil. Is it damp? Is it dry? Or does it seem excessively wet?
Make sure you have used a good quality potting mix and generally a good guideline is only going up a couple of pot sizes.
Make sue the drainage hole is of adequate size for the pot.
Your plant also can be stressed by the the move.

We need to kill a healthy willow tree that's approx 30ft high. We can't cut it down so need to be able to destroy it were it stands.
Since the tree is so large, you may want to consult with an arborist to prevent the possibility of having the tree fall once it's dead, or even have a professional come in a take the tree out. I have just purchased 4 in pots. They are about 4 ft tall in small pots. Can I repot them to larger pots or plant into garden, and can it be done now? Which compost should I use? Thanks.
I would go ahead and plant directly into the garden.

A general rule is twice the size of the pot.
This is a guideline and your plant generally will come with care and planting instructions.
You also want to keep the plant at the same level it was in the pot.
