My tomato plants are beautiful with exception of no blooms. If I do not water everyday in this 100 plus heat, they droop! Why are they not blooming? Will I not have tomatoes this year?
High temperatures are most likely the reason the tomatoes are not setting flowers.
You can try increasing Phosphorous by adding some Bone Meal.
Epsom Salt can be a help also.

We have tomato plants which are like 30 inches or so. The problem is the tomatoes wilt really bad then come back a bit then wilt again. Not sure if they have enough water or too much. Also, does having a water purifier that has salt in it affect the tomato plants as well?
Most likely not enough water. Check the soil. Does it feel damp? Is it soggy? Is is dry and loose to the touch?
Yes, salt in the water can cause problems. The salt can build up in the plant and cause problems and even build up in the soil.

Should a tomato plant be removed if developing tomatoes have bottom rot? Will it spread to the other plants?
It is fine to cut the black bottom off and eat as normal. This is referred to as blossom end rot, which results from calcium deficiency or water fluctuations. This article will help: https://www.gardeningknowhow.com/edible/vegetables/tomato/tomato-blossom-rot.htm
Is mid-July too late to plant about 3 fairly large beefsteak tomato plants? I have clay soil, so should I add some sort of growing soil to make it easier for the plants to grow? I'm an amateur gardener and need guidance.
Generally, the time for planting tomatoes is early spring, though in your area you may be able to grow a later crop. However, I would recommend amending you clay soil to better your chances of success.
