I planted slips back in early June. They took right away and they went off, but it feels like all the plant's energy went to growing the vines because when I harvested the potatoes on October 9th, they were all incredible small (as was the overall number). What did I do wrong?

You'll need to cut the potato apart and plant the pieces that have eyes/sprouts on them. Here's a good article that should help:

A sweet potato "slip" is just one of the little plantlets that from the "eyes" of the tuber. This will be the best way to propagate them.

It should kill it. Weed killer generally moves down to the plant's roots, killing in. In this case the potato is the root, so I would not eat it.
