We are converting an area containing rotted, untreated wood chips into a vegetable garden. The area was previously used as play area and what now remains is soil formed from the breaking down of untreated wood chips. Can I work in more fresh soil and plant as a vegetable garden? Will soil be too acidic still?
Most vegetables actually do pretty well in slightly acidic soil. This area will be fine for a vegetable garden if you work in fresh soil.
I'm growing a garden in Austin, TX in the summer.
I think this site will help you with that:

I live in Charlotte, NC and have never had a vegetable garden before. I would like to know what I can plant and what time of the year can it be planted.

I live in the northeast (NY). When is the best time to plant a vegetable garden? I will be starting with baby plants, not seeds. Is it traditionally Mother's day or Father's day?

I live in Arkansas. This is the first year I've had a garden. I'm learning new tricks as I go. My question is. . . Next year, I will be placing my garden in a different location and making it larger. Is there anything I might need to do to prepare the area that I will have for my garden? Right now, it is mowed grass. I have heard of solarization and wondered if this would be a wise thing to do, and if so, how?
The following article should be of some help to you:

I have a small garden, 60' by 30'. I have let it go for two years now. Should I de-weed it before tilling, or will tilling it be good enough?
Tilling the garden while the weeds are still there is okay provided you do so before the weeds seed out. This will only cause them to pop back up.
Is tilling in short lawn grass okay to do in making a new bed? Thanks.
This is fine, but the grass roots will try to regrow. After you till, you will need to lay down mulch or something else, like newspaper or landscape cloth, to suppress the new grass growth.
