Do I need to remove bark mulch before top dressing with soil?
If you are planning on reapplying mulch this spring, then no. You can simply mix the topsoil in with it or place it over top. If you are not planning on adding any new mulch, then you can simply rake the mulch to the side and then add your topsoil, replacing the mulch afterwards.
How useful is seaweed extract for the crops?
Seaweed is actually quite nutritious for plants. In addition to using seaweed extract, if you are near the coast at all (or know someone that is), you could also try harvesting some seaweed and composting it for your garden. Since I no longer have a cat, but have clay-like litter, can I put it on the ground outside? Some areas tend to be very moist in the spring. Will it be harmful to the ground?
If it is a clumping type of kitty litter, I would not use it in the garden due to the chemicals in it. If it is a normal clay-based kitty litter, it can go into the garden, but it will not dry up areas. Do not add it to sandy soil. This will harden the soil and damage it.
What amendments would you use on vegetable garden with wood ashes? I also use a little alfalfa meal. Would cotton seed meal, bone meal, and wood ashes be a good mix?
Yes, a mix of those 3 items will provide the main nutrients plants need and should work well.

How long does it take for powdered lime to work versus how long for pelletized lime to work?
It is hard to say as they are influences by many factors. In general, powdered lime will leech out of the soil fast than pelletized. Powdered lime will work faster, but the amount of time it woks faster is small, almost nothing really.
I have heavy clay soil at my house and want to plant a garden. I have brought in four tons of compost and I am wondering if adding sand will improve the soil? If so, should it be fine grit, coarse or both?
