Q.Removing Bark Before Top Dressing

Do I need to remove bark mulch before top dressing with soil?

If you are planning on reapplying mulch this spring, then no. You can simply mix the topsoil in with it or place it over top. If you are not planning on adding any new mulch, then you can simply rake the mulch to the side and then add your topsoil, replacing the mulch afterwards.
