Can your plant arose bush and creeping phlox in the same area?
They can work together as companions though if you may disturb the ground cover if you bury your roses for winter.
Please look at the attached picture and help me determine if this is downy or some other disease. The leaves are somewhat wilted.
Yes, this appears to be Downy Mildew.

I should have added that if there is any question whether the disease is black spot or another leaf disease, take a sample to your county extension office. Find your county's office here: https://pickyourown.org/countyextensionagentoffices.htm
Black spot on roses typifies the saying "an ounce of prevention is worth a pound of cure". It is easier to prevent black spot than treat it. Preventive spraying begins soon after plants leaf out. Spraying continues every 7-10 days especially during the critical spring period. (Black spot is less active in hot weather.) Don't water your plants with lawn sprinklers or overhead sprays. Every fall, pick up all fallen leaves so the disease doesn't start all over in spring. Fungus spores easily live through winter on leaves, even in cold climate areas. Horticultural oil does not treat fungal infections. Switch to a product that says on the label details (research online) that it is for black spot. Follow instructions obsessively! Prune the rose vigorously in early spring to maintain an open, airy branch structure. Air and sunlight need to penetrate the entire bush to reduce the likelihood of disease. Two articles follow. The first one covers treating black spot including fungicide choices. The second one is from LA agCenter - your extension service. It covers all things rose related.

I am familiar with the appearance of black spot, powdery mildew and most other diseases or pests we have had at one time or another on our bushes, but I am unable to find a picture of anything presenting like this.....It is only around the perimeter of each leaf on the bush. My best guess is black spot because some of the other leaves have black spot or Could it just be the remains of the leaves getting burnt in some severe heat we had earlier in the year here in Adelaide. I am trying to determine whether to treat in any way given that the bushes will soon be pruned.
Yes, I would continue to treat for Black Spot.

I'm in central Indiana and every year this happens to my roses. I can't see any beetles or caterpillars so I'm stumped! And how do I stop it from happening??
If you see very small green worms on the underside of the leaves, you have rose slugs. This is the time of year when they hatch from the ground and climb up into the rose, eating on leaves. The following article discusses rose slugs and how to control them: http://extension.missouri.edu/adair/documents/Rose%20slugs%20a%20pest%20of%20rose%20bushes.pdf
There can be a few different pests eating your roses.
