These were volunteers, I let them grow into more boxes. Some years fruitful, bounty, others not. Think it's my nonpruning, or wrong pruning.
If they have not had root pruning, then this will be the cause. They can tolerate being rootbound, but only to a certain extent. After this point they will begin to degrade.
You will have to pull the plants out, and prune out the largest roots to the base of the root ball, and replant.
Pruning the tops isn't completely necessary, but they can benefit from a pruning right after the fruit is mature and pulled off. Leave plenty of old cane sticking out of the ground so that you can get a good fruit set the next year.

Do I cut back new growth at the same time as this year's fruiting canes? I worry if I cut them back they won't grow back next year and I won't have any raspberries.

Is this the first year? Autumn Bliss grows vegetatively the first year, and produces fruit thereafter. Once a cane has producted fruit, it can be pruned out. Here is more:

It sounds like they may have received too much water. These are drought tolerant and not very disease resistant. This can cause a plethora of diseases that will show no other symptoms other that that it will never produce fruit. These diseases are incurable and the only method for control is prevention.
Once it is established in the soil, you will have to plant new plants elsewhere, although it is likely that the infection is in the entire area.
