I live in South Central PA, the temps are hovering around 35 - 40 degrees and the ground is not frozen. I'm leaning towards overwintering this little bush in my basement. I know they are hardy here and I'm wondering if I should just plant it.
I would wait. They are hardy, but it would not have time to establish before a freeze. This would not be good at all. The best course of action would be to treat this as a houseplant until you can plant it outdoors in the spring. It will struggle indoors, but it will struggle more in a dimly lit basement. Keep this in a brightly lit window and care for it until spring.
We have a pyracantha hedge but the flowers turn brown before opening and we get very few berries. Could the soil be too acidic and is there anything we can do?
It is possible, but it is even more likely that the soil is either infected, or lacks phosphorus and potassium. Adding these two will (or a simple bloom booster at 1/4 strength) correct acidic soil, as well.
In the case of infection (This treatment should be a part of your yearly care anyway) you can use a handful of DOLOMITIC LIME and a few tablespoons per shrub of WETTABLE SULFUR. This will help kill off infection, as well as provide some relief of a few common deficiencies, such as: Sulfur, Oxygen, Carbon, Calcium, and Magnesium.
This article will give you more information on the care of these shrubs: https://www.gardeningknowhow.com/ornamental/shrubs/firethorn/care-of-firethorn-bush.htm
Can’t decide whether this is fireblight as the leaves still look green and healthy. I really don’t want to dig this up if it’s not. Any suggestions gratefully received thanks.
It would be hard to say without seeing the tree, and knowing a little bit about the care up until this happened.
Please include photos, and detailed information about your care of the shrub up until the flowers dropped, and I will be more than glad to help: https://www.gardeningknowhow.com/ornamental/shrubs/firethorn/care-of-firethorn-bush.htm
This year it has loads of berries. They are really small and just clustered. However, it seems they never grew. Now they are looking yellow. Do they get yellow before turning red? The birds love them. I was hoping for a great harvest for them this year. Year two of my new pyracantha. It is on the west side full sun. Thank you Marilyn
Did your shrub have berries last year? The berries can be yellow, orange or red depending on the variety.

I need help. How can I make them grow equally? Thanks
It looks like a soil infection. Hard to say which. Most broad spectrum fungicides or bactericides will take care of mild soil infections.

The seeds are dried and still on plants.
Try it and see. Here's an article that should help:

Planted seeds from my firebush. Germination has occurred. How long until true leaves?
True leaves should arrive within days after germination. Make sure the seedlings have lots of light!
