I have 1 vine that has grown long and now I want to make a full plant from the vine how do I cut it and how to make it root.
You can cut it back as far as you like, then make cuttings out of those. Root them in perlite. Here is how:

They need well draining soil so add perlite to your potting mix when planting. You can fertilize with houseplant fertilizer, which is often in a water soluble form.

You can keep the soil somewhat moist, but it must be in well-draining soil. Make sure there are several holes in the bottom of the container to allow water to escape. It doesn't like soggy roots.
