My pumpkin vines got a heavy frost and are withering. The pumpkins are large but green. Should I remove them from the vine or leave them as is? Thank you.
You will want to leave them on a live vine for as long as you can. Once the vine dies, though, you will need to store them properly until you are ready to use them. Here are instructions for that: https://www.gardeningknowhow.com/edible/vegetables/pumpkin/how-to-tell-when-pumpkins-are-ripe.htm

We have several small pumpkins about the size of a softball. Should we harvest them now or give it more time? We are still getting blossoms but none of the pumpkins are big. They are all yellow.
Your mini pumpkins are ripe and ready to harvest when the skin is becoming harder and the stem starts to darken.
Remove the ripe ones from the vine and continue to let the others grow on the vine. You never know how long the weather will continue to nurture the plants and pumpkins. If early frost threatens you can cover the plants to protect them.

I planted three mounds of different pumpkins and none of them produced any fruit even though all the vines looked healthy. I tried to pollinate the flowers myself but noticed that all the flowers were male - no females. How is that possible? Can any environmental conditions cause this or is it simply bad seed (purchased form a hardware store)? I live in the Dayton, OH area.
Bad or old seed is a possible but it also may be to much Nitrogen in the soil.
This could cause lack of flowers.
Also it is common for the plant to produce male blossoms first and then the female blossoms come later.

I am going to try and grow pumpkins in a perfect area but it gets very little sun. what are my chances? This is just for fun, as I realize pumpkins need lots of sun. Do I have any chance at this?
Pumpkins need and love a growing sight in full sun.
At least 6 hours of sunlight.

I would like to start pumpkin farming, though my farm is in a dry area. What are the procedures to keep them growing when there is no rainfall?
You will need to invest in an irrigation or sprinkler system.
Here is a link that discusses the means and methods of supplementing the water that Mother Nature provides:
How long does it typically take for a giant pumpkin seed to start sprouting? I have started the seeds inside.
