What is the best flowers for shade.
That depends on where you live! You can search for best plants for shade or go to your state's Extension Service where you will find a list of plants that do well in your state. Weather isn't the only thing that varies by state: soils are very different across the country.

here in Utah it is September I would like to know what can be planted in the garden
September is a good time to plant perennials, shrubs and trees. If you are asking about vegetables, look to the fall crop of peas, broccoli, lettuces (with some shade), radish, the green leafy vegetables and carrots. Here is a link to the Utah Extension Service which will have info specific to Utah's climate. http://extension.usu.edu/yardandgarden/
What are the best plants to plant in a wheelbarrow?
This is a very broad question. The best plants would be what you want to grow and what is suited to your growing zone and growing conditions.
Vegetables, Herbs, annual flowers, perennials and even bulbs can grow in containers.
Remember you will need to provide drainage for any plants you choose.
Visit your local garden centers and greenhouses and look for plants that interest you.

I have just made a garden 18m x 1 1/2m running E to W with a 2m paling fence along the N side. I am not far from the beach but the soil is mainly clay. The problem is that in the winter it will be mostly shaded by the fence but in the summer, it will be very sunny and hot! We live on the Sunshine Coast , Qld. Initially, calistemons did well here.....which I would be happy to plant again, but what could I plant in front of them, that would flower often and be able to cope with the conditions?
Amending your clay soil will help with drainage and allow you to choose more plant types for your zone.
