It is a hanging basket on my porch. I place it in the sun in the morning for three hours and put it back on the porch.
There are a few things that could be wrong here. They are not drought tolerant, so if it is dry, you will need to give extra water during these times.
It could be a fertilization issue as well. Make sure to fertilize at least once per year with an all purpose feed.

I LIVE IN ROCHESTER NY, THE NIGHTS ARE BEGINING TO HAVE TEMP. IN THE 40'S. AND DAY TIME IN THE 60'S. SHOULD I BRING MY PLANTS IN AT NITE.
Both of these will start to show damage below around 50 degrees or so. They are confined to zones 10 and 11 with some surviving just a little outside of that. Unfortunately, you are well outside of these zones.
This article will help with the care of these: https://www.gardeningknowhow.com/ornamental/flowers/impatiens/new-guinea-impatiens.htm
HI, I'll grown New Guinea impatient directly on my landscape. I would like to know, how many seeds I need to grown one plat, just one seed per plant or more?
If your seeds are new, count on a high germination rate that approaches 85%. However, since it takes almost 2.5-3 weeks for seeds to germinate, the exact rate you have depends on whether you keep the soil moist for that time and the temperature. Ideal temp is 70-75 degrees so if your area is colder at night, you may want to start them indoors. Colder temps lead to longer germination times and a lower germination rate. https://www.gardeningknowhow.com/ornamental/flowers/impatiens/germinating-new-guinea-impatiens.htm

shade, sun, moisture?
New Guinea impatiens can take light shade to full sun. Sunpatiens can too.

Purchased these for full sun location. Watered 2x daily. They "bleached out" and it seems flowers dried up. I have moved them to a less intense location. Will they revive? Do I need to cut them back?
I'm wondering if they needed water twice a day already. They may be overwatered. Wait till soil dries out a bit between waterings. They only need moderate watering once established.
You can deadhead the spent blooms. I wouldn't cut it back unless it's tall and lanky. Here is more about them:

They are in a shady but light spot.
Unfortunately, your photos did not come through. For many plants, this can indicate too much moisture in the soil, or too much humidity. This is the plant's attempt at making water evaporate faster, given that the stomata are on the underside of the leaves.
