I would start with three, since it will be hanging. Normally it is recommended to space them about 8 inches apart, but hanging baskets give you a little lee-way.

Parrot's beak needs well draining soil similar to a cactus mix. Be sure to let the surface dry before watering again. Then water thoroughly. Be sure they are getting full sun, but some afternoon shade helps.

I want to keep my lotus red vine alive during winter in eastern Washington. How do I care for this plant indoors until it’s warm enough to hang outside in the spring?
Sure! This can be done, easily, when treated as you would any other houseplant. Just watch for pests, and react fast!

I am in Zone 9b. The plant is 2"-3" tall with profuse red flowers about 1/2" to 3/4" across and is spreads very well.
The closest thing I am finding is the lotus vine or parrot's beak. I also found one called Orange Carpet®, or creeping hummingbird trumpet, but it is taller than you specified.
