Am I overwatering? I have a yellow and red one planted in the same pot
Parrot's beak needs well draining soil similar to a cactus mix. Be sure to let the surface dry before watering again. Then water thoroughly. Be sure they are getting full sun, but some afternoon shade helps.

I am in Zone 9b. The plant is 2"-3" tall with profuse red flowers about 1/2" to 3/4" across and is spreads very well.
The closest thing I am finding is the lotus vine or parrot's beak. I also found one called Orange Carpet®, or creeping hummingbird trumpet, but it is taller than you specified.
Here is info about it as well as some other ground covers.
