emai n stunted as a shrub, that's OK, I'll still plant it out, but I want to know what it is and if it will be OK. Thanks! I harvested this sapling as a tiny little sprout and am hoping to be able to plant it out on my friend's property to increase biodiversity.
I can't quite make out what it is from the photo, but it does appear to be a fungal infection.
Likely a fungicide will take care of the issue, but you may need to alter watering habits, as well.
Make sure that the container has enough drainage holes to allow all extra water out. Also, make sure that the soil is a potting mix, instead of native soil. The native soil will be too heavy for a container.
Water this, only, when the soil is completely dry down to about 2 inches. Allowing the top layer of soil to dry, completely, will stave off infections that are common in that portion of the soil.

The two trees are about 23 years old. They have always had a season of dropping pods, but they have been dropping pods all summer for the past two years. It seams most of the pods are on the exterior pasts of the branches and not on the interior. My lawn always always looks like a mess. I mow and within a couple of hours it looks like this. You can sterilize a tree, but this is best left to the professionals. Sterilizing trees will require a bit of knowledge on using the chemicals that it takes to sterilize. These chemicals can have serious environmental and health consequences with misuse.
Here is an article that will help you to understand a little more about the process:

The tree is healthy otherwise but I am worried that it might be the start of something else?
Your tree may be in the early stages of decline. This calls for some fertilizing, deep watering and pruning away of dead wood. Here's an article from an Illinois extension service that may help: http://ipm.illinois.edu/diseases/series600/rpd641/. Look for signs of disease - this article will give you some pointers: https://www.gardeningknowhow.com/ornamental/trees/linden/diseases-of-linden-trees.htm
If bare branches continue to appear, I would contact a professional arborist for further treatment of your tree.
The tree appears to be healthy. We have had a lot of moisture in Iowa this year.
What is dropping from the trees is digested sap - your tree most likely has aphids. You can wash them out of the tree with a high powered spray, but you should also treat the tree with neem oil or insecticidal soap. Here's an article that explains the problem and how to fix it: https://www.gardeningknowhow.com/plant-problems/pests/insects/aphids-tree-disease.htm
