I have been growing some chilli plants at home (indoors) I’ve just seen some sprouts but I have noticed that the stems of the plants were turning a brown colour... also the plant had helmet head on both plants, I have removed the shells but the leaves seem to have curled up.. is this normal or am I doing something wrong?
They look completely normal, to me. For the future, though, it is best not to help them with the seed coating.

I live in a apartment and been growing a jalapeno plant. recently I noticed little black ants (?) on my plant. i read online that you can spray a little bit of dawn dish soap mixed with water to get rid of them. after doing this all of my leaves fell off. is there any way my plant can recover?
Since you had ants it's possible the plant also had aphids. Your mixture may have been heavy on the dishwashing liquid. I would rinse them with more water, and hopefully, you will get some new growth.

I started my vegetables from seeds. I have jalapeños and bell peppers that have like 4 plants to one area. Do I need to pull them. How many plants am I allowed in an area?
When you grow seeds, it's always advisable to thin them out after several come up in almost the same space. Select the strongest and healthiest looking and cut out the others. (Sometimes pulling them can upend those nearby.)
Space them according to the seed packet instructions. It should tell you how tall and wide they will grow. Use that information to gauge how far apart your veggies should be. They need sun and plenty of air circulation so you don't want to crowd them.

I bought some pepper plants and jalapeno plants from costco on mat 13. 4" pots that were transferred into 8". Everying was going good then terrible winter like conditions this week with night temps falling to 3degrees celcius. Weather should warm up very soon but from the pics I have is there any issues? Anything I should be doing asap?

A few nights of those temperatures will kill your peppers. If you cannot move them inside, you can try to cover them in burlap at night to protect them.

Where can I purchase Rome jalapeno seeds? I see information about them on the internet but can not find where to purchase them
