Both methods will work, but it is much easier to start cuttings of a mature tree. You will want to take softwood cuttings. This article will explain how to take these cuttings:

I live in Phoenix Az. My jacaranda tree does not seem to be filling out. I bought a 4 year old tree. It's been in ground for 1 year. I water it at least 3 times a week. Deep watering. No flowers this spring either. How do I get it to start filling out?
This will take time. Usually the first year will be recovery from transplant shock, and it will not do much during the first year. You may not see any flower growth until about 2 years from now, although it could be as early as next year. This next year will be when it will fill out, and the year after it will be completely established.

We just planted a Jacaranda Tree outside my yard. I kniw i need to wait about 3 yrs for it to bloom. I was wondering if it is possible to avoid the plant growing too big? I wonder if it is possi le for us to make it like a dwarf tree? Is it too late? It is just about 15 in tall on yhe ground (2weeks on ground)
It would appear you are past the Bonsai stage in growth. This is a fast growing tree and will need regular pruning.
You may want to relocate your tree to an area with more room.

I just bought my house about 2 years ago my jacaranda tree in backyard its very big last years was beautiful did notice leaves fell late February but this year had very few flowers had some green on end OF branches but no leaves you think its dying first time having this type of tree thanks for any advise

Flowering can last a few weeks, but it will depend on the weather and temperature conditions.
I live in Springhill, FL, in zone 9. I planted this Jacaranda tree three years ago, it was bought from a nursery and was 6 foot tall when I bought it. It grew to be about 15 foot tall last year, and we had a rough winter, going below freezing a couple times. The bottom of the tree still appears to be alive but the branches are about a month late in producing leaves, it is not old/tall enough to produce flowers yet. The first photo is of it currently in the second photo of it was from last year.
It is likely that it is too damaged to recover. Those shoots at the bottom are the tree's replacement. Choose one to become the new tree and trim off the rest, and the dead top.
If you cut the tip off of the top and there is still green, then this can mean that it will recover, and you can choose to leave it until it does.
