I read up as to why and it was mentioned it needs increase in PH factor for soil or fertilizer. What would you recommened?
We don't recommend specific products to use, but potassium hydroxide is the standard. Most products to raise pH will be made of this.
Before feeding, make sure that the nutrient content of the soil is, indeed, depleted before adding nutrients. Feeding when not necessary can lead to nutrient build up or burns. This article will help you with testing nutrient content and pH:

Its been a year I bought this plant. It is not growing nor flowering but its green. Kindly suggest what could be done to make it grow faster and bear flowers.
I suggest getting your soil tested to see if it needs nutrients or amendments and what the soil pH is. Then you will know where to correct. They need a pH of 5, which is fairly acidic. They also need well draining soil.
If you prefer, you could dig it up and put it in a container of potting soil mixed with 1/3 peat to lower the pH. Here are growing instructions:

i t looks dead and the leaves are brittle. Can it be brought back to life?
Probably not. You can give it the scratch test to see if there is green underneath the stems. If so, cut it all back to within a few inches from the soil and maybe new shoots will grow.

Does ixora like wet or dry soil
Neither! The soil should stay evenly moist - not wet and not dry. My experience has been to err on the dry side.

Hoping to plant pinky orange ixora but have lots of deer. They leave my big gardenia and tea olives alone, but have started munching on lantana.
Deer will eat anything, even if it is labeled as "deer resistant". They are opportunists, so if they like the taste they will eat it. Also, if they have no other food source, they will eat it.
You can repel them from the area, though. This collection of articles will help:

Ixora coccinea is non-toxic and shouldn't harm the ducks if they eat it.
