When I scratch the limbs and trunk it is green underneath.
It sounds like you have powdery mildew, a common problem with hibiscus.

es this? The blister must turn into some sort of insect but never see them. The leaves start to have wholes after the blisters disappear. Also the flower buds drop off before blooming
It appears that your hibiscus may have microscopic mites on the leaves. Remove the most infested leaves. Contact your local extension agent for a miticide that is approved for home use.
Hi, when it says “ cut back by one third” is that of new growth or from the outside tip to the central stem, please ? Thanks. John
Most flowering shrubs benefit from annual removal of 1/3 of the stems/branches, starting with the oldest ones. Old wood is less productive of both leaves and flowers so removing it rejuvenates the shrub. If you want to reduce the shrub's height, light tip pruning is OK but it often results in crowded, unattractive branch tip growth. If the spot isn't large enough to accommodate the natural height, it is better to move the shrub than battle its natural instincts.
My blooms are beautiful orange color but only last one day. Can I prevent this?
Yes, this is typical of almost all hibiscus, unfortunately. Some species' flowers won't even last for a portion of a whole day!
