For instance, would it be better to have a plant inside or outside?
This depends on the type of plant and your growing region. Most plants benefit from being placed outdoors, including houseplants, over the summer. However, many of the less hardy plants and tropicals must be overwintered indoors.
How does sugar water affect a plant's growth?
A little sugar water can help plants recover from transplant shock. It can also help extend the life of some types of plants, such as cut flowers or even Christmas trees.
Do weeds cause pest problems if they exist in close proximity to flowers?
Having too many weeds can compromise accessible nutrients for your plants, host harmful insects or disease and restrict the air flow throughout your garden.
Can you give me the product name and chemical composition of (all) plant killers that are available in the market?
I will give you a couple links to the most extensive list I have found as well as the main website with links. I have found this useful.

What is the meaning of rootstock?
Rootstock is the root system onto which another plant has been grafted. Often the rootstock has a more vigorous growth habit than the grafted part. This leads to higher production (citrus), weeping habit (weepinng cherries and maples), shorter trees (patio fruit trees), and stronger stems and larger blooms (hybrid tea roses). Sometimes the graft cannot make its own roots to support growth, as in some of the novelty grafted cactus.
I am in a biology lab class that is trying to measure the outcomes of intravenous introduction of sugar into plants to increase growth. Are there any proper or plausible methods that are applicable or even close to the idea of increasing plant growth?
It seems there was a study done in 2001. The only part I remember is that it affected bloom time.
