Please see jpeg below. Its black on top and white clusters underneath. Leaves are dropping off and it is all over the bark. They are privet type shrubs.
This is Euonymous Scale, and it is infecting the Euonymous bush!

The Euonymus bush has brown edge on the leaves and hairy growth on the woody stems. I pruned it back and sprayed for insects. Should I remove the bush?
You could give it a little more time to see how it does with the insect spray. The hairy growth could just be aerial roots growing if it's a vining variety such as sarcoxie.
