What type soil and fertilizer should I be using for crape myrtle bushes in Central Ohio?
They will survive in most any soils, as long as it is a little on the acidic side. Fertilization is not usually necessary, but a layer of compost, or half strength all purpose fertilizer every few years will be ok. This article will give you more information on the care of these: https://www.gardeningknowhow.com/ornamental/trees/crepe-myrtle/crepe-myrtle-care.htm
I cut back my crepe myrtles in February to a 40 inch height, they now are sprouting little branches Al the way from the 40 inch top to the ground, should I remove all new growth except for the jofjest point of sprouts?
If you see side branches under three to four feet growing from the trunks of your trees, remove them to keep your Crape Myrtles from having a shrubby look.
You can actually leave the entire shrub to grow un into a natural shape, which is a tread that has started lately. Branches will bloom the entire length.

how to get rid of fungus on crape mertal trees
I'm not sure of the fungus you are referencing but sooty mold is caused by pests on the plant.
You can spray with a homemade soap spray.

I live in North Texas and we have a lot of wind. Can wind kill Crape Myrtles? I have plated six and they are not looking so good.
Crepe Myrtle actually make the list of trees that are wind resistant.
That's not to say they can't be damaged by winds, especially drying hot winds.

The leafs have fallen and curled on my crepe myrtle. What would cause this.
Diseases can develop when they are cut back. There is no need to cut contrary to common belief. Leave them alone and hopefully the myrtles can self heal.
This could be due to a drop in temperatures or lack of water. Though they do well in hot southern gardens, they do need regular irrigation.

I have four crepe myrtles in my front yard. They have been there for years. This year only the tops and about one third of the branches have leaves. The remaining part of the branches are smooth and unleaved. What should I do?
