Our neighbour has a large orange tree, the tree has a new shoot (about 1.5ft long), with a few smaller branches coming off it. This shoot is coming from the lower trunk, not below ground. Question: How do I remove this (new branch) to grow a new tree, please?
Remove these shoots growing from below the graft line. They are coming from the root stock.

This could be spider mites or another pest.

I think I may have a thrip infestation, but I am not certain. I have tried Neem oil, but it doesn’t help with these little pests. I would love advice on how to get rid of them.
I don't normally recommend products, but in this case you are going to need something that I know will work. FoxFarm makes a product called Force of Nature: Miticide. It comes in either ready to use spray, or concentrate. It is very broad spectrum and organic. It will take care of your insect problems now and in the future, while being perfectly safe for all plants.
What size pot or container should I buy for my dwarf citrus trees? The trees are young and only 3 feet tall but I don't want to repot them. They are currently in smaller nursery pots and very healthy. I live in an apartment with a balcony. I also need these pots/planters to have saucers. Thanks
These can usually survive in an 8 gallon container for many many years before needed any root pruning, or a bigger container. They make them in squares as well, so that they fit more neatly into places. You can get saucers for underneath them as well. Black and white are common, but I prefer white, as they do not absorb as much heat during the summer months.

The sap you are referring too is likely Honeydew; which is the residue from pests.
You can spray with a horticulture soap spray.
