I have a long limb that has grown out of proportion to the rest if the tree. Is it okay to cut this limb off now, if so where should l cut it back to?

I am tasked with planting a potted plant garden at the front entrance to the Environmental Center building in asa.uda Shoals Park SC. Midlands. We are looking at three pots the largest being 3.5 feet tall and 3 ft in diameter. We would like the tallest of the three pots to have a small tree like a fringe tree around which we want to plant shorter perennials.The next size down pot plant a small growing shrub with perennials.The smallest pot just perennials and annuals.
