New tree, in the ground about three weeks in full sun in front lawn. Also have identical new tree in backyard full sun with no issues. The tree pictured is yellow with spots. Would like some help identifying the problem. Perhaps it is as simple as overwatering. Comments please.

I have a fringe tree that was transplanted into my full sun front yard about 8 months ago (Jan 2021). The tree had nice leaves on all branches, and flowered once, but my area in Houston went through an arctic freeze about a month after the tree was planted. Since then, some of the branches lost all leaves while some kept the nice leaves that were present after transplanting. Should I prune the bare branches?
