Do tomatoes, lettuce, bell peppers, chilis, jalapenos, and/or herbs need shade?
Most of your vegetable and herbs plants require at least 6-8 hours of full sun in order to thrive, including those in which you listed. For more information on particular types that will do well in shade, these articles should help: https://www.gardeningknowhow.com/edible/vegetables/vgen/shade-vegetables.htm

They are in a plastic, unheated greenhouse with an average temperature of 55-75 in Alaska.

I have a New Mexico pepper plant. It had 1 flower, and of course, produced 1 pepper.
If it was from this year, it may just need some more time to get into full production. If it was from a previous year, your soil may be lacking in phosphorous. This would inhibit the plant's ability to form flowers (and fruit). I would have your soil tested. These articles will be helpful:

My New Mexico Big Jim green chilis have soft black spots on the tips. . . what's the cause?
If it is on the bottom tip of the fruit, then it is blossom end rot. This article will help with that: https://www.gardeningknowhow.com/edible/vegetables/pepper/pepper-blossom-end-rot.htm
It is turning red from a dark green. Should I allow it to turn completely or harvest it now? It's about 1/2 red and 1/2 green.
It is really a personal choice. All peppers can be harvested green or their mature color. Green peppers generally will have less bite, and mature (in your case red) peppers will be fuller in flavor and generally sweeter. If you are looking for the true mature red flavor of this pepper, wait until it is mostly red before harvesting.
Can anyone help me with this? The flowers and stalks of my chilis are wilting then dropping off. My plants are covered in flowers but none have set fruit yet, as they keep falling. Many thanks, David
