Is it normal for a cherry tree to have sap on the outside of the tree?
This is likely a Canker causing the oozing sap.

My cherry tree is suffering from pruning bleeding sap and limbs that are light on leaves and prematurely dying. Should I trim these limbs off then spray with a protectant?
There is no cure for this type of Canker or gummosis but you can control.

All pruning of your tree should be done after blooming.
Pruning to control size and shape is best done by removing any branches that stick up or out. Aim for pruning it's shape into a wide sweeping and weeping form.
Make sure you have not left stubs of branches, but prune back to the trunk so these wounds can heal.
