I see this on fertilizers all the time, but what do they mean by that, and how is the level of acidity represented on the fertilizer? Is it the Nitrogen-Phosphate-Potassium numbers on the bag? Are Canna Lilies acid loving plants or no?
The Nitrogen-Phosphorus-Potassium (or NPK ratio) isn't the same as the soil pH, which measure acidity. This article will help explain soil pH and NPK ratio for plants: https://www.gardeningknowhow.com/garden-how-to/soil-fertilizers/soil-ph-plants.htm

As for acid loving plants, there are some types of plants that prefer (or even need) acidic soil--such as gardenias, azaleas, and blueberries. Generally, fertilizers will state whether they are specifically designed for plants like these. Here are some other plants that are acide lovers: https://www.gardeningknowhow.com/garden-how-to/soil-fertilizers/acid-loving-plants.htm
Canna lilies prefer neutral to slightly acidic soil.
I planted 6 canna lillies (green leaves) this summer and want to dig up the tubers and preserve them for re-planting next spring. How do I do this (step by step please- I'm a novice)

Last summer I planted some canna lilies and they where doing pretty well. Then they went dormant and I haven't seen any trace of growth since. Should they be growing right now? If not, when will they come up?
Until the soil temperature maintains a 50*F. average, your canna bulbs won't show much growth.

I slide my nail down to open & each one has tons of tincy black bugs. My husband started pulling them from every garden, as last year they infected my gardens. What can I do to keep a few disease free? Thank you.
I would suggest an all-purpose insecticide or neem oil. Follow package directions.
The leaves on my canna flowers have turned brown. Would it be good to just cut them down to ground level or do you recommend removing the bulbs and replanting?
It depends on the reason for them turning brown. If they are turning brown due to unusual weather lately and in the past they grew fine there, you can leave them. If you planted them recently and they are browning for unknown reasons, it might be a good idea to relocate them.
I have canna lilies in the basement. What time can I start them inside in pots in order to put them in outside greenhouse for April?

Can I grow canna lilies in pots?
Yes, you can. They are grown and cared for much the same as those in the ground, though they will require more frequent watering in a container. This article will help with growing canna lilies: https://www.gardeningknowhow.com/ornamental/bulbs/canna/canna-lily-care.htm
