The leaves on my canna flowers have turned brown. Would it be good to just cut them down to ground level or do you recommend removing the bulbs and replanting?

It depends on the reason for them turning brown. If they are turning brown due to unusual weather lately and in the past they grew fine there, you can leave them. If you planted them recently and they are browning for unknown reasons, it might be a good idea to relocate them.
