for quite some time. I started to water it and nothing happened. The bulb has quite a few clusters.
Unfortunately, your photo did not come through. You can try lightly scratching the bulb to test if it is alive. If you feel living material, then it is likely just waiting for the right conditions to sprout.
This article will help you to grow them: https://www.gardeningknowhow.com/ornamental/bulbs/calla-lily/growing-calla-lilies-and-care-of-calla-lilies.htm
I just moved into a senior apt. and I was given a 3 by 5 bin and I want to start my garden. I do have succulents already but the calla lilies are very special in our family
Usually they are planted in the spring after the danger of frost has passed. Where you live in zone 10, you may not get freezes, but it can drop to 35 degrees F in the winter. So I would still wait till spring and warm weather.
What kind of soil and potting should I buy?
You need a well-draining good potting mix. You can add compost to that and/or manure to enrich the soil. Here is an article on fertilizing your calla lillies.

My pink and choc callas have flowered and now the flowers appeared to fall over. They have developed bulblike structures inside the flower. What is this and, what do I do? Are they going to seed to create more rhizomes?
The cone-like structures contain seed that you can replant in the garden. However, seed may not come back true to the parent plant if it is a hybrid, so if you do not want different looking seedlings, you can discard the seed cones.

I received this plant as a gift..I read that I could re-pot it, but only during its blooming season, and to cut the flowers off. Has anybody ever re-potted a Calla Lily? Are they like Peace Lilies? Alot of sunlight or no? Thanks.

I separated my Calla Lily just now and I want to plant them. How long should I wait for them to harden?
Since you are in zone 6 it's still too cold to plant them outside. Not sure if you divided in ground or those wintering over inside.
Wait till after the danger of frost has passed to plant them outside. This article tells how:

Should I make any changes . ie split into other pots?
You don't need to right away. Here is more information on splitting calla lillies.
