A couple days ago I noticed my small indoor cactus was slightly tilted and it's root visible from the back. Today I realised it was considerably wilted, much smaller than its original size and yellow. Is it too late to save it? I have watered it and put it out in direct sun today.
That appears to be past saving, unfortunately. This can happen for many reasons. Unfortunately, these reasons can also be contradictory.
Over and underwatering can cause this, as well as too much or too little light.
I can't see the soil under the rocks, but sometimes incorrect soil that contains too much nutrients or too little drainage capability can be to blame.
What I can do is provide some articles on cacti care to help you with the next one:

I have "scales" that are eating my cactus and have literally killed my plants. I had been using Neem Oil but it didn't work. Please help!!
Did you use the Neem oil for a month or more? They are hard to eliminate because of the hard shells. You can try picking or lightly rubbing them off or swabbing them with rubbing alchohol. Here are more tips:

Little hedgehog cactus in a south window bloomed about three weeks ago and is now putting forth two more buds. I know it should be dormant, but nobody seems to have it told this. Since it is flowering, should I start watering it again?
Typically, if it starts flowering, then it has the perfect amount of moisture to do so. Likely, it never dried out enough to have a true dormancy, but since it is flowering at this point I would keep caring for it as usual.
Make completely certain that this plant's roots dry out completely between waterings during the growing period. During dormancy, the soil should remain dry, until right as the plant starts to wrinkle, since the roots won't be using moisture near as fast.
If the humidity it up in the area, this can also cause early flowering, though it isn't too far off from when it should be showing signs of awakening.

I bought the cactus at an estate sale...it has really long thin branches with green leaves at the ends ( researching I found this is from not enough light) How much can I prune it, and when? Also, it is potted in a regular pot rather than a shallow dish planter. Can I cut off the long roots and plant it properly?

In case you're interested in propagating the plant, here's another helpful article for you. From your description, I think it is a desert rose cactus.

I'm Turkish. I couldn't find the answer In my country. I'm sorry if I can't write it correctly. I'm unhappy because my cactus has a problem. There's a problem with the Opuntia vulgaris.A microorganism is eating Top of the its head. If it wants to grow up, it looks like a heart because the Hill can't grow. It infected my cactus with the new Cactus. My cactus was good. I added a photo for example. What's the name of the problem? What's the name of this virus? help me please:( thank you very much
It appears to be a leaf spot fungus. The best thing to do is remove the damaged area and discard. The wound should callus over.
What could be eating my cactus, and what is the treatment?
Unfortunately, your photo did not come through.
It could be many, many different insects, rodents, fungal and bacterial infections, or other problems. Without seeing any signs of the culprit, it would be hard to know for certain.
