Q.Strawberry winterizing

Should I cut off all of the strawberry leaves before I put straw mulch over them for the winter? Or just leave the leaves alone?

No, don't remove the leaves. Strawberries don't need to be cut back before winter. An old strawberry bed should be renovated in summer just after the berry harvest, which involves removing most of the leaves, but that shouldn't be done in fall:
