Unfortunately, this can have many causes. The first thing to consider will be the age of the tree. Young, or newly planted trees will take a few years of adjusting before they will produce reliably.
If the tree is well established, then next will be watering habits. The soil needs to be moist, but not wet. Dry soil is not good for the trees, nor is wet soil. Letting the soil dry out down to about an inch to two inches will suffice.
Last thing to consider will be soil nutrients. Blossom drop can mean that there is a deficiency in potassium or phosphorus. It can happen when there is too much nitrogen in soil, or it is too acidic, as well.
