Q.Something Is Eating My Entire Plants! Perfect Half Circles.. Not Bee Cutter- I Don’t Think

Something is eating around the edges of my plant leaves. I just saw some sort of small black insect.. fly like. There are also black spots all over the leaves. Help please

This is, likely, from leafcutter ants or leafcutter bees. This is not typical of fly damage.

In either case, insecticides will be necessary.
