Small Trees and Shrubs in Pots on Small Deck

Question

What kinds of small trees and shrubs are best to grow outside year round in pots on a very small apartment patio/deck in Missouri? They cannot be brought inside at any time. Temperatures get in the teens and sometimes single digits in winter, very occasionally below 0. In summer in the 80s and 90s, and very occasionally above 100.
