Small Bushes Or Plants

Question

I have a flower bed along my house. It’s about 18″x10. What can I plant in that space to add a pop of color there and easy to maintain. It’s on the south side of my house, will get full sun. It’s between the house and a sidewalk. I planted tulip bulbs a year ago but only a few came up last year and nothing came up this year.
